There is a Y2K issue with the older versions of Oracle Installer. You can either download a Y2K compatible version from Oracle, or you can just rollback the date on your machine when installing and reset to normal when done installing.

By the way, you should consider upgrading from NT 3.51 since it's not Y2K compliant either.
