Without details, it's hard to know exactly what the problem is.
You can install Oracle products on the D or any other drive.
Developer needs to install in the "default" Oracle home (called
orant on an NT system).  Perhaps you used that home for Personal
Oracle and that's why you're having problems installing
Developer.
