The only version *certified* for Win2000 is 8.1.6. For older releases (of which I believe 8.0.4 is already desupported) you're on your own.

It is quite probable PO 8.0.4 has an Y2K-incompatible version of the installer.
You can download an updated installer on http://technet.oracle.com
