Perhaps it is the scope of the package...
DBMS_OUTPUT applies to you, and your session,
and can't really harm anything...likewise, you
can create tables in your own schema, and control
your own objects...
Likewise, you have access to Utl_File, but ultimately the DBA controls access because access the output folders or directories are controlled through the INIT.ORA parameters, which is controlled by the DBA configuring the instance...
