Procedure builder problem

Hi I am using procedure builder to debug my applications and I am having this problem, when I try to create a program unit from an existing stored procedure I got this errors:

ERROR 201 at line 32, column 6
  identifier 'RAISE_APPLICATION_ERROR' must be declared

any help???
