Oracle looks for database on internet instead of local machine

I installed Oracle 8i Lite, which also installs SQL Plus 8 on a Windows 95 machine. I can see the default (demo) database in the Oracle8 Navigator, but I can't get to it through SQL Plus.

I attempt to log on using scott, password tiger, and host string odbc:polite. Then the windows dial-in to the internet window pops up and when I hit cancel I get;

OCA-30002: ubofscr function not supported

How can I get Oracle to look for the database on the local machine rather than on the internet?
