You can use all of the features, you can only use OPTIONS you have licensed above and beyond the database.

Features as listed in that document are facilities available to every that licenses that "flavor" of Oracle. For example,

"Sample Scan" is a FEATURE available to everyone who has Oracle8i EE. If you have EE, you have this feature.

"Sample Scan" is a FEATURE *not* available to anyone with Oracle8i 'standard'. If you have standard, you do not have this feature.

Options are additional facilities you may add onto a specific flavor. You must specifically license options separately. For example:

"Oracle Advanced Security" is an OPTION that if you have licensed Oracle8i EE -- you may also license. If you have not explicity licensed Advanced Security, you are not supposed to use it. So, just because you have EE does not imply you have ASO.

"Oracle Advance Security" is an OPTION that if you have licensed Oracle8i 'standard' is an option you may not use in any case, it is not available with that flavor.
