Oracle 8i question

I installed Oracle8i Personal Edition (Release 8.1.5) on my laptop which is running Windows NT 4.0. Everything works fine when my laptop connects to the NT server, but when I disconnected with the network and try to connect to my local database, I got error ORA-12570: TNS: packet reader failure. Could you please tell me whether I can use my Oracle database without network connection, and how? Thanks a lot.
