Connecting to Personal Oracle 8 on Windows95

I have a problem when I connect to my Personal Oracle 8 database from SQL*Plus Release 3.3.4.0.0 or Developer2000 tools using SQL*Net 2

My client is a Windows98 PC connected to the Database server which is a Windows95 machine. The two PC's are connected via Ethernet cards using TCP/IP The client machine also has a modem and the Dial-Up Adapter for connecting to the Internet.

Whenever I attempt to connect to the Database I get the Dial-Up Adapter connection Window, if I click on Cancel then the Oracle client tool connects to the database without any problem.

How do I configure the client to prevent the Dial-Up Adapter from attempting to connect when I only want to connect to the database on my local server ?
