I've installed 8.1.5 and 8.1.6 R2 on a number of machines running both NT4 (SP5 and higher) and Win2K. In only one case did I have a minor nuisance with a listener failing, which was easily corrected.
Since you seem to be having so much difficulty getting 8i up and running and are averse to $1800/day for Oracle to come on site, perhaps you should find a local consultant to assist.
I anticipate that you will also need assistance in getting the project underway once you have 8i installed. Though you have 15 years RDBMS experience, I assume it is not with Oracle?
Tuning an Oracle server can be a challenge, and there are differences that impact applcation design. What works well with Sybase or Microsoft SQL Server is not necessarily the best approach with Oracle.
I develop middle-tier components that use Oracle and SQL Server as back-ends, and I definitely wouldn't code the same for both environments. Each has its strengths, and failure to utilize them can lead to scalability and performance issues.
