ORA-01017 Nubee Question

I am using Oracle 8i and I right click on the local datbase to explore
and I get an error ORA-01017: invalid username/password; logon denied.
If I right click on the local database and do properties the username
is PO8 and I made sure the pwd is = P08.  How do I get into the local
database using the system username and pwd?  How do I change the
username?
