Oracle 8i NT Client Install

Running the NT Oracle 8i install and tried to install Net 8 Configuration. Received the following error when trying to install the Net 8.
Class not found:
Files\Oracle\Network\Jlib
No name of class was given, directory w/ files exist. Anyone have any clue? I have deinstalled and reinstalled Oracle several times w/o any success.
