Enhanced Sourcing Rules in 10.7 SC 16.1

We are planning for an upgrade from 10.7SC 16.1 to 11i. One of our challenges involves the Approved Supplier List (ASL) features of 11i. We know that little solid information is available, so we are using 11.0.3 as a baseline for our evaluation.

Our 10.7 SC 16.1 documentation states that Enhanced Sourcing Rules are available, and it is our understanding these closely mirror the capabilities found in 11.0.3. (The documentation is nearly identical.)

We are unable to activate Enhanced Sourcing Rules, however, to take a look at how it works. The documentation states that 3 profile options must be enabled, but the option "PO: Use Enhanced Sourcing Rules" cannot be set at the site or application level. It's our guess that a patch must be applied, especially since the documentation also says "Enhanced Sourcing Rules is a controlled feature for this product release. Contact Oracle Worldwide Support for more information about using this feature."

Is our assumption correct? Is a patch required? Or did we miss something in the documentation?
