Not true.
Developer 2000 still uses sqlnet2, which can connect painlessly to an Oracle
8 database.
Just make sure the net8 definitions are also available to sqlnet 2.
As you, as many, many others, didn't post any details about your
configuration, I can't be any more specific about files to copy or variables
to set.
