This one really depends. I haven't seen the Oracle Web Site for downloading the clients, but you will need the Oracle client for whichever version of Windows you are running (95, NT, etc.) On the local end, you need to configure networking.

On your version of Oracle, there is a utility to help configure your networking. I am pretty sure it is netast, although you can check in your $ORACLE_HOME/bin directory to be sure. If you don't have networking loaded, needless to say, you will not be able to access the database from other systems.
