OAS4081 seems much slower than OAS4071 on NT

The CPU utilization consistently climbs to 100% on OAS4081 whenever anyone
runs a PLSQL cartridge program.  The same programs run much faster and
utilize little CPU on OAS4071.  Does anyone know why this is happening or
how I can fix it?
