This still sounds like an order of magnitude change in scale - from the GB range to the 10s of GB range. I may be somewhat biased - but DB2 has the scalability to handle the entire range, and it has a pricing structure to match. You can get small systems (single-user databases) to mid-sized (small workgroups) to enterprise-sized to clustered enterprise. If you're on a platform that has all of these options, you can simply install the larger DB2 over the smaller, and keep on workin'! (Stop/start databases may be required - reboot sometimes required on OS/2 and Windows.)
As for your other requirements - ask around in c.db.ibm-db2, or check their website (www.ibm.com/db2, I think). I think it has at least 90% of them, possibly all of them.
