Oracle 8i Install

I downloaded Personal Oracle 8i (NT) through technet.oracle.com. I'm familiar with server-based instances but this is getting frustrating.

I did have some client versions of Oracle 8.05 on the machine so I created a new DEFAULT_HOME for Personal Oracle 8i. Could there still be some conflicts ?

Anyways, I did the install but during the sample database creation, an ORA1-12571 TNS packet writer error occurred. I aborted and said to heck with the sample database; as long as I've got my server objects I'm good to go. Then I created a database, added a listener for my SID and started the listener. I tried launching the database through the admin utility but that executable wouldn't run. (?).

I deleted all and completely re-installed from scratch. ( Same packet writer error though ). I was looking for SVRMGR or something to start the instance and I can't find it. I tried looking for SMON, PMON, etc... but only an ORACLE.EXE process is running.

Launching SQL*Plus and trying to connect gives me another OS-SpecificSQL*Net error ORA-12570.

Do I :

1 Have a bad install ?
2 have a bad install of SQL*Net ?

I've dug through all of the docs and can't seem to find ny help. There is something about an NT SQL*Net patch but I thought that was only for people doing Oracle 7 upgrades.
