Most likely you have your remote_login_password_file parameter in init<SID>.ora set to none or there is no parameter, which means it is none. With this setting only internal is being capable of using SYSDBA. With the parameter set to shared both internal and SYS are capable. Set to exclusive you can grant SYSDBA to any user.
The remedy is start setting the variable to shared, ie edit init<sid>.ora and bounce the database.
