Most likely ora-3121, no interface driver connected. Has nothing to do with
ODBC or BDE, Designer doesn't use them anyway.
Usually occurs when you connect without specifying a service name and you
didn't set the registry variable LOCAL to your default database.
Try using <username>/<password>@<your default database> (which is usually
ORCL). If that works create a variable LOCAL in HKLM\software\oracle and set
that to the database name and you don' t have to specify a name anymore.
