After having the same problem, here are the things you need to check on:

Make sure that you are using the correct username, password, tnsname. Make sure the Webdb listener is running Make sure the sql*net listener is running Make sure the db is started and can be connected to throught other tools (sql*plus...)
And finally, the problem I was having, if you are using a proxy server, make sure that the system that WebDB is installed on will not user the proxy server.

There are probably others, but these are the things that I can think of right now.
