developer 6 unable to connect to ora8i

I have installed oracle8i and sqlplus works perfect. Then I installed developer 6
without any problem but now when I try to use dev6 it gives error regarding TNS. Then I created a new TNS by the name ora and tried to use that tns via sqlplus and
it worked fine, then again I tried dev6 with the new TNS but again it failed.

Please help me what should I do now.....need ideas for debugging.
