Thanks for taking the time to respond to my post. Below are the contents of my listener.ora file, and much to my dismay, everything appears to be in order.
I also copied the output of 'ps -ef' and it plainly shows that _<SID> instances are indeed running, along with tnslsnr. I did try your tnsping suggestion, and I did get a "TNS: no listener" error, but as soon as I changed the port from 1526 to 1521, I then got an expected "OK (40 msec)" response.
This is most frustrating! One thing I have yet to find in the volumes of Oracle documentation is a standard startup procedure "checklist" which IMHO would be incredibly valuable.
