Can I bind the second IP on Oracle Server?

I use two IP section in my local net. One of it is private IP. I want to access my Orcale Server both two of them. But I got some problem.
It only work ( can access Oracle Server ) while I bind one of it. If I bind both of it at the same time, there is only one can access the server.

Example:
When I bind : 210.67.180.229 ==> 210.67.180.0 can access the Oracle Server
When I bind : 192.168.0.229 ==> 192.168.0.0 can access the Oracle Server
When I bind : 210.67.180.229 and 192.168.0.229 ==> only 210.67.180.0 can access the Oracle Server

Could anyone tell me why or where I missed? Please! My Oracle is Ver.8 for NT
