ERR: in Oracle Discoverer 3.1.36

hi every body

when I try to install Oracle Discoverer Administration Edition Version 3.1.36
on a Windows 98 I get application error message

"ORAINST caused an invalid page fault in module OIBKND32.DLL at 0177:0111ad01.

when I try to instal it in Windows NT Server 4.0 , it is OK!

any one have an idea about solving this problem in Windows 98.
