WEBDB fails to create a site

Hi there,

I've installed webdb, everything seems to be working correctly.... and I can access the administration pages...
however I have a problem when I try to create a site.

I can enter all the site info etc... such as site name, schema owner, language and the like but when it comes to then create the site nothing..... the screen just sits there until I kill it saying 0% complete....

It's installed on Windows nt sever, Oracle 8i (basically the stuff from the Oracle Open World held earlier this year).....
