Onames (SQLnet 2) Can't get namesrvrs to communicate to each other

I have 4 names servers across my enterprise. All of the oranamesrvr[0- 3] are set in my host file. Each sqlnet.ora has all the names.perferred_servers identified with the nameserver being first on the machine it's on. (i.e. onames1 is listed 1st in sqlnet.ora on the onames1 server. onames2 is listed 1st etc...) All 4 names servers come up and I see each one when I do a timed_query on all of them. But when I put a listener into DDO, the first names server listed in it's sqlnet.ora get the info, but then the rest never seem to pick it up.

I am using the files generated by network manager for 7.3.'

Any help or docs please. The oracle 7 sqlnet manuals are terrible...
