ORA-01034

Hi,
My company have Oracle8i running on Digital Unix. The Problem is when I try to connect from the user other then the oracle owner user then it give me error ORA-01034 Oracle Not Available. I am even able to connect throgh other computers via SQL*NET but unable to connect via other user in the same machine. I check the group and ownership in OS level. Everything is fine.
