Export them, then import using the from user:xxx to user:xxxx parameters in the import parameter file...see the docs for details...

( after a successful exp/imp you can then drop UserX's tables....)

Note: if there is a synonym( public or private) pointing to UserX's tables drop it before the above , then recreate it to point to UserY's tables after the import...
