Orainst problems on NT 4 sp5

I am trying to install a D/L'd copy of WebDb ( 2.1.x.x) on my NT 4 where I have 8.1.5 installed...I cannot get the setup.exe or orainst.exe to run...I get one of those infamous 'data at xxxx cannot be 'read'' messages - when I run the debugger, I see an access violation for one of the DLLs that orainst calls....( I am the owner of the files and a member of the Administrators group, so I doubt that is the real issue ) ...I seem to remember something about this in the group previously, but cannot refine my Deja search enough to locate it...Any ideas how to get that to run...

( I can get an earlier version of Orainst to run, but it can't handled the nt.prd file for this product )..
