Error on creating procedure

I am trying to create a simple procedure in Oracle. I get the following
error.


ORA-06553: PLS-213: package STANDARD not accessible



I could not find this error in Oracle documentation.
I have given DBA rights to the user so it should not be an authorization
issue. Any help would be appreciated
