No.
You do not program with SQLPlus.
You write programs with RogueWave.
One is a program you use. The other is an API you use to write programs. you could write SQLPlus using RogueWave. RogueWave out of the box does nothing. SQLPlus is just a command line interface to Oracle -- nothing more, nothing less.
