Mine opens fine. This is what's on the opening page:
What Is the Oracle Administration Assistant for Windows NT? The Oracle Administration Assistant for Windows NT is a database management tool that enables you to easily create database administrators, operators, users, and roles in Windows NT. The Oracle Administration Assistant for Windows NT also enables you to manage the Oracle database service and Oracle database startup and shutdown configurations, edit registry parameter settings, and view Oracle process information.
Remember, all those GUI tools are very nice, but you still need to know what exectly goes on in your database. Therefor you should always first learn the command line commands (create user ... identified by ... etc). Most iof the time it's even faster!
