Don't attempt to edit the tns file yerself, unless you save a backup.
If you have SQL Net Easy Configuration application, use it. Depending on
version, it should be located in Start/Programs/Oracle/Oracle for NT.
You will need to know the database instance name, and the server name OR the IP address. See the dba for these if you do not know them.
Once you exit Easy Config, your tns file will have been updated.
