Why do you use ODBC?
I use Delphi 3 with Oracle 8.03 too, but using the native drivers. Which release of the BDE you are using.
D3 runs with BDE 5.0x and Oracle 8.03. Use as DLL32 SQLORA32.dll and Vendor Init Ora803.Dll.

Problems may occure with Oracle 8i
