There are some tools available in the market:
Forms(4.5) itself provides in-built functionality for this with
'f45gen'. Depending on the size, complexity and needs(whether you still
want to run in character mode for a while), any of those can be chosen.
Some modifications of code may also be required to make up for the CUI
functionality.
We used the 'f45gen' utility itself with hardly any problems.
