I was experiencing similar problems on Solaris 2.6 and Oracle 7.3.4. My error was a ora-12612 and was caused by the expire_time parameter in the sqlnet.ora file. Once I set the expire_time =0, the problem went away.

Not exactly the same as your problem, but similar enought for you to maybe check it out.
