Problems PB 6.5/Oracle 7.3.4 & realtime commits

I am an 'Application' Oracle DBA (meaning I only have control at the Schema level). My developers use PowerBuilder 6.5. I don't know anything about PowerBuilder and how it interacts with Oracle, but I'm still expected to help them find the source of their problems.

One troubling problem is the programmer can insert data in a table but for some reason it doesn't get commited in 'realtime', (or they can update data and have the same result).They literally have to 'backuout' of PB and come back into the database to ensure the transaction is committed.

I'm almost sure this isn't an Oracle issue, but maybe there is some setting in Oracle that isn't set. More likely the PB side needs to be examined, I just want to rule out Oracle as the problem.
