Not that I am aware of -- I did my best to clean out the registry and delete the entire c:\orant hierarchy before the install with no luck in circumventing the problem. I did a search over the entire c: drive for any ini files that would be suspect but found none.

In the end, someone else responded and told me to create a TNS_ADMIN key in the registry and set it to c:\orant\network\admin. I did this everywhere in the registry that also had an ORACLE_HOME key and that effectively worked around the problem even though it wasn't the original cause(I have numerous machines that work fine without this key in the registry). I still wish I knew what caused this, but it's working now and I don't intend to mess with it any more...
