In Oracle documentation write that db_name (SID) can up to 8 bytes, but
recommend size 4 characters (one-byte charset). May be your SID don't correct
(if this possible don't use symbols "_", "$", "#" ... ). Also don't use
multy-bytes charset for SID name.
