Unable to allocate memory on user side ORA-01019

I am setting up a service that runs on other systems in our office. I have Oracle 8.0.4 installed on my system. I am running WindowNT 4.0. When I test ther connection with the same configuration and user id and password as on a successful system I get the following error:

Connecting....

The test did not succeed.
Error while trying to retrieve text for error ORA-01019

I have no idea where to begin and would appreciate any assistance.
