OCI and Unicode support

Does OCI8.1.5 support internationalization? Since Oracle8 server supports UTF-8 can I assume that the latest version of OCI supports UTF-8 as well? I could find no info in the OCI Programmer's guide on internationalization issues.

Also does anyone know what version of OCI was used with Oracle 7.3 and what unicode support if any it had?
