Can't tnsping or lsnrctl from telnet window

I run Oracle 7.3.4.0.0 on NT4 SP4. SQL*Plus or tnsping or lsnrctl runs fine locally even if ORACLE_HOME, ORACLE_SID and TNS_ADMIN are not set.

I just downloaded UWin2.0 (UNIX for Windows) and installed their telnet server on this box. It works great except I can't run plus33.exe (DOS command line version of SQL*Plus) from within the telnet window. In fact I can't even tnsping or lsnctl. The error from tnsping is "TNS- 03505: Message 3505 not found; No message file for product=NETWORK, facility=TNS". My environment as shown in the screen dump below is set correctly (I think):

$ env|grep TNS

TNS_ADMIN=/D/orant/network/admin
$ env|grep ORACLE

ORACLE_HOME=/D/orant
ORACLE_SID=ORCL Can anyone help? If not, I'll post a question to the UWin mailing list. Thanks.
