webdb install fails

Hi,

I'm trying to install WebDB 2.0 (from Oracle 8.1.5) on AIX 4.2
...and it fails on both WebDB and the Listener

...each option fails with the error

"Permission denied while copying/creating *file/dir-name* - not owner"

yet I *am* running it as oracle, and the directories/files *are* owned by oracle.....right up the tree

for WebDb it fails with copying owa80.map and error owa80ins(43) and for Listener it fails creating ....webdb/ocommon (even though it *does* create it!!!) with error platform_common.ins(235)

..has anyone else had this? is there a solution?
