The problem is that when you try to establish a session the listener is spawning a connection using a different socket. tnsping will work fine as it doesn't request the listener to spawn a connection.
I haven't seen this happening with UNIX, so I assume (perhaps wrongly) that you are using NT. If so you need to add the registry string under the ORACLE key USE_SHARED_SOCKET=TRUE. All connection will then share the same socket number i.e. 1521.
