OAS 4.0.7 cannot install pl/sql toolkit

I am trying to install OAS 4.0.7 on NT4 SP3 in the same ora home as 8.0.5. It all installs OK, but when I try to install the PL/SQL toolkit specifying the ora SID I get

MGR-04546: invalid connect string.

If I try it with a connect string I get

ORA-12154: TNS: could not resolve service name

Net 8 is installed OK; I can connect to the database OK using sqlplus specifying the tns names entry.

I have read through the documentation, checked the oracle bug database but cannot find anything regarding this problem. It may be due to a missing registry entry but I cannot find much information in the documentation regarding this.
