Intermittent connection failure

I am running Oracle 7.3.2 and SQL*Net 2.3.3 on Netware 3.12 with NT workstation clients. On my machine, SQL*Plus connects fine 99% of the time, but connections from PowerBuilder 6.5 and other applications to Oracle always fail the first time around; if I retry within one second or so, the connection will often succeed. Other PCs using an identical tnsnames.ora file connect every time. Other symptoms: after connecting via SQL*Plus, trying to connect to another database using "connect un/pw_at_dbname" will often fail the first time, but succeed on retry.

I've tried changing the timeout in lsnrctl but to no avail. A fresh installation of SQL*Net on my PC also had no effect. Has anyone else experienced a similar problem?
