Check out the early messages on Oracle's TechNet site. Lots of us had that problem. It seems that only RedHat had the necessary nsl lib, which is required for the make.
I just ignored the errors (on a Slackware box) and my database is running fine.
I later got the nsl lib off a RedHat box so I could compile some oci.
