Need help with Oracle web development

I am developing a forms 5 application that will be generated to run on the web. I need to allow the user to go to another URL on the web. The problem is that the application will run on an Oracle server (Developer 2.1) and serve java applets to the client that will be accepted by JInitiator. I do not know how I can get the client to open another instance of the browser and go to a certain URL. Any help would be appreciated.
