Reports 3.0 - Page break if detail does not reach a certain number

I'm building a phone book in Reports 3.0. The layout is very simple:

HEADER

Name............phone number
Name............phone number
Name............phone number

HEADER

Name............phone number
Name............phone number
Name............phone number

etc.

Now this is my problem:
Page break must occur before HEADER if a minimum of 3 lines can not fit below it at the end of the page.

Any help is appreciated.
